If a candidate or anyone reports a "(Withdrawn)" label on their candidate record next to their name this is always an error.  This has nothing to do with any action the candidate took in the system. This is the same functionality as the "Do Not Hire" label and should not be used.  It is sometimes added to the candidate record by users who are trying to disposition a candidate but do not have the access or knowledge to do this properly.  

 When these get reported please escalate them to the Tier 2 Recruiting team who can update the candidate's record to remove the (Withdrawn) and (Do Not Hire) labels.
